					<description>-Some feel that creation of a Tamil Federal state or a Scottish style Tamil Parliament will bring peace; this solution will not work, because this type of political system to work, the central government should be trust worthy and Tamils have no trust in Sinhalese central government or Sinhalese politicians. They cannot be trusted, because Sri Lankan army, police and state machinery is one hundred percent Sinhalese.

-The Tigers control their own territory and run it like a totalitarian dictatorship now, after winning an independent state for Tamils, they have to grant democracy to all people, otherwise Tamil people will revolt

-Tamil Army is a militant army with a cause, to disarm them is impossible and no army can fight them forever.

-The war on terror after 9/11has been used by Sri Lankan States (past &amp; present) to suppress Tamils and opposition descendants and get plenty of foreign aid from US, Canada, Australia, Pakistan, China and Israel. Tamils and their Tamil Army are not terrorist, but freedom fighters. The Sinhalese and International media describes the entire Tamil people as terrorist and remain silent about Sri Lanka state terrorism for the benefit of their Geopolitical agendas.

The end result  of the controversy was that Minor Irrigation came under the Provincial Councils and the input supplies continued to be under Agrarian Srvices.

A perusal of both the Provincial Council List and the Concurrent List reveals as you have rightly pointed out the manner in which both  agrarian services and agriculture were dealt in the 13th Amendment without any thought about practical difficulties.

Both should have gone under the Provincial List for any meaningful devolution. 

Further as one who believes in the proper implementation of the 13th,16th and 17th  Amendments  would have  solved  most of the problems faced by the country including ethnic problem, I find further anomalies in the implementation of the 13th Amendment that compromises on the sprit of devolution in a practical sense.

A rational division of functions would have brought the offices of  Government Agents, Divisional Secretary and the Gramasevakas  brought under the Provincial councils.

In fact abolition of Divisional Secretariats and bringing all the subjects presently handled by the Divisional Secretariats under the Local Government-Municipal Councils, Urban Councils and Pradesha Saba would have brought sense to the whole process.  

My whole argument is that proper reforms could have been effected by simple administrative measures and that it is not necessary for the experts ,politicians and the media personals to spend billions merely to disagree and continue  with the same exercise with almost the same arguments repeatedly.</description>

					<description>The Tamils will not settle for anything that was not negotiated by them. Why this is not clear to others is not at all clear to me. After the massive loss of life, destruction and displacement - which is nothing but a genocide in their view - and the ongoing violence which is reminiscent of the holocaust, where Tamils are hounded like dogs, with little chance of redress, or holed up and disappeared; the minorities have a different agenda. These initiatives are too little too late and laughable in the current time frame. 

Matters have gone past the tipping point after the all out war supported to the hilt by the Sinhala people. Tamils are not prepared to listen to this 'war against Tigers and not against Tamils' or 'liberating Tamils from Tigers' or the 'war first, solution next' bunkum. If any sensitive southern politician wants to really change the course of the conflict while maintaining a united country, it is time they took an unbiased egalitarian stand, and tried to convince their own people on the many corrections that have to be made in governance, starting from the constitution. Their silence has been deafening. If they are cowards, the conflict no doubt will take its own course gravitating towards a just solution.</description>
