What is crucial is on the breakdown of the CFA, parties to the conflict have been compelled to return to the implementation of the 13th Amendment. Even here Mahinda made a blunder in de-merging the North-East Province in a hurry. Eventually parties to the conflict have been pushed back to square one and looking at India which would only laugh at them for their failure to disregard the Peace Accord. Of course, this will take time after a heavy loss of lives and property. The real victorious party is India and the losers are both Sri Lanka and the LTTE. One can see the dream empire of the LTTE is on the verge of collapse and also the deterioration of the economy leading to bankruptcy. The crux of the matter is that both parties to the conflict borrowed time to re-group themselves without realizing the great importance of Federalism practically. But Lionel Bopage has the answer when he says 'war is the highest form of political negotiation'. So, who wanted this ultimate form of negotiation - GoSL or LTTE? I am sure opinions will differ ....for a long time to come! Uyanagoda is puzzled as to why GoSL & LTTE ’seem to view the war as an inescapable reality’.
