The reason is LTTE without asking what they want rather than separation, they were asking what the Government could give instead of Eelam. It is the stategy of LTTE because when the government is allowed to suggest they will suggest the least and the LTTE can say, ''see what they are giving, what we could do without fighting'' etc... If they would have asked for a federal solution like that of Switzerland. or Canada and as reply if the government would have put forward the 13th ammendment, then they will be having enough reasons to fight again. LTTE could have finished this within few months. APRC has wasted only 18 months but LTTE has wasted sex years.
