The root cause for the prevailing unsettled condition in Sri Lanka calls for remedial measures in a reasonable and justifiable manner. It is a fact that discrimination has played a vital role in all aspects paving way for uprising among aggrieved communities. The greed for power compelled the politicians to set their eyes on the emotional issues of language and religion, eventually led to a bleeding Sri Lanka. Such emotional issues could have been solved with one stroke of the pen by enshrining the fundamental rights as a Charter which shall be a part of the constitution on the Canadian model. Had such a method been accepted, people would have discouraged the emergence of communal parties, be it Sinhalese, Tamil or Muslim. The question that arises in everyone's mind is whether Sri Lanka is marching towards an unknown destination.
The war, that is been waged, basically relates to the issue of recognition of human rights to which they are entitled and the refusal had eventually culminated into a bloody battle giving birth to terrorism. As a result the government has exhausted all its reserves and began to borrow from other countries to spend for the meaningless war. The beneficiaries of this war are certainly the receipients (dealers of both Sri Lanka and the LTTE) of the commission on purchasing of the arms and ammunitions and the people are put into hardships.
There are competing interests that prompted the cause of this war. First, Prabaharan and his associates were wanted persons for violating the laws of foreign countries and causing breach of peace by assassinating the former Prime Minister Rajiv Gandhi and several others. Second, he has caused a number of murders and destruction of property in Sri Lanka and still a threat to so many lives for which there is a warrant for his arrest along with others. Third, the LTTE was a threat to the international community because of its links with other international terrorists organizations engaged in abduction, drug trafficking, arms smuggling, etc., though the it had been administering a section of Sri Lanka's territory which was not recognized by civilized nations. Finally, the President wanted to make himself popular to remain in power without mentioning the available remedy of Federalism.
Against such a background, the question is when waging a war on terrorists, due care should be shown to the lives of innocent civilians. Though the President said to allow the civilians to have free access, the Tamils too did not have any faith in his assurance because the army continued with murdering of Tamil youths on mere suspicion, and the events that took place after Jayasikuru operation bears testimony to the effect. The President as head of the Government should have given assurance by placing forward a meaningful power-sharing solution. Instead he was accommodating convicted criminals not only in the legislature but also given a free hand along with the Armed Forces to harass the innocent Tamils which has been a costly affair and liability to the entire country. One ponders whether he is exposing the leadership qualities that are required of a leader.
The GOSL has shown a double standard when condemning the actions of Israel over Palestinians, without realizing that it engaged in indiscriminate aerial bombing and continuous shelling on the innocent civilians on the pretext of wiping out terrorism. Perhaps the President was conscious of the Muslim votes and not to offend the Muslim Parliamentarians in the Cabinet. Apparently the allegation that the offer of 200 million Rupees by President Mahinda and his associates to the LTTE also calls for prompt action, though the main witnesses had died under mysterious circumstances. It appears that the President is trying to conceal all his blunders on the pretext of waging a war on the terrorists. Moreover the fact that Pottu Nauffer was enjoying all the benefits even inside the jail, and the release of the convicted Naval rating, Vijithamuni Rohan de Silva, for an attempted assault with the rifle on Rajiv Gandhi., soon after R.Premadasa assumed office as President demonstrate the dishonesty of the Politicians and hoodwinking the international community.
If this is the situation the question arises whether the GOSL is trying to divert the attention by waging a war in order to conceal its misdeeds. One cannot hide the fact that the international Islamic Terrorists Organizations are operating with the indirect blessings of the Muslim Parliamentarians where attention is drawn to the activities of a Ministry headed by Muslim Minister was criticized by the Supreme Court and his reluctance to resign was well known. Moreover the business carried on by Pottu Nauffer with associates unknown to the public raises suspicion to the effect that various terrorist organizations including the LTTE are indirectly protected by some powerful politicians. The arrest of a Muslim Officer in relation to the issue of National Identity Cards is another case in point. There are other similar unscrupulous officers issuing fake certificates, yet to emerge. The mode of operation of this net work are inter-twined with various terrorists organizations and are in comfort in their lives, when innocent civilians are being targeted by the Army. Further, the threatening of the government officers by the politicians is a well known fact. Perhaps why journalists are killed are raises suspicion. Had there been a Tax system and a constitution both on the Canadian model., the notorious criminals, the terrorists and the corrupted politicians would have been compelled to account for the wealth that were amassed illegally. The beauty of the Canadian Tax sytem and the Federal system of Government lend support to each other to suppress the emergence of underworld criminals, the terrorists and the corrupted politicians.
Both Pottu Nauffer and Prabaharan have aided and abetted each other through their agents and were ruthless leaders. Simultaneously both Pottu Nauffer and Prabaharan were convicted by the High Court Judge, Mr.Sarath Ambepitiya. The only difference is that the secret links Pottu Nauffer had with international Islamic terrorist organizations is yet to be proved though his connected underworld gangs are engaged in having links with the LTTE., all of which raises the suspicion whether politicians have possible links with Al-Jihad. The mode of operation of this net work are inter-twined with various terrorists organizations and are in comfort in their lives, when innocent civilians are being targeted by the Army.
Agaist such a back ground, one ponders whether the Police is carrying out their duties with the motto of “serve and protect' or are they mainly concerned of making money? Now the Army too has joined in this exercise all of which is certain to be a menace to the development of private enterprise which are a vibrant force for the development of the country. If human rights are violated the economy is also affected. This is where Sri Lanka is blundering itself. Allowing the Security Forces to creep into the civil matters will pose a threat to the concept of good governance and will end up with the clumsy handling of the entire system, out of which criminals and other undesirable politicians will make hay at the expense of the innocent civilians. Apparently allegations are there that banks are not maintaining confidential information as a result account holders are been followed and held at gun point to rob what has been withdrawn. Similarly at the Air Port information is furnished to undesirable characters who abduct them at the entrance solely with the view to rob their belongings and sometimes the possibility of a case of disappearance cannot be ruled out. One can understand how human rights are violated on account of the clumsy handling which allows room for poor governance and how Tamils are targetted. Certainly the country will never develop and will not attract any foreign investment.
The indiscriminate aerial bombing and shelling resulting in the murder of several hundreds of innocent civilians and hunting the school children with fighter planes calls for reasonable and justifiable explanation by Gothabahaya Rajapakse and Sarath Fonseka., at a time the democratic countries boast of their abideness by the International Covenant on Civil and Political Rights, Convention on the Elimination of all Forms of Discrimination against Women, the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment., to which Sri Lanka is also a signatory, and also when both of them are US citizens and took Oaths of allegiace to preserve the concept of US federalism. In the circumstances, the issue is whether serious action could be taken in carrying out such genocide on the pretext of fighting terrorism, at a time there was an available solution of federalism for wiping out terrorism. As such, there is no reason for them to stand behind the Sinhalese politicians and deny federalism as a solution.
Another question that is raised is whether both Gothabahaya Rajapakse and Sarath Fonseka are driven by a motive to commit genocide of innocent civilians to the effect that they will never raise the issue of federalism, given the fact that Gotabahaya Rajapake once stressed that atleast 10,000 Tamil youths are to be killed to neutralize their strength, which speaks of their mindset. As citizens of the USA, both flouted the guidelines of USA. The denial of unhindered access for humanitarian workers to attend to the needs of the civilians trapped in the combat zones by both Gothabahaya Rajapakse and Sarath Fonseka lend voluntary support to the politicians to squeeze the cry for federalism by moderates.
The manner of continuing the murders of innocent civilians and notably the journalists, bombing of hospitals, schools and residential areas with the accomodation of criminals in the legislature tends to point out that the laws of the jungle prevail at the moment. The big idea of preaching “Putham Saranam Kachchami .....” or “Om Shanthi...” have become a question mark in this paradise island. This is the result when rooms are allowed to encourage frustrated parties like JVP and JHU which expects misery to prevail in the country without knowing the serious consequences that are been confronted by the country. The double standard of these parties became evident when some of the Buddhist Priests have deposited huge sums of money in their names with the Finance Companies that went bankrupt recently and how the JVP swindled the Tsunami fund allocated to them for reconstruction in their areas, while maintaining close ties with communist countries.
Simultaneously the terrorism should not also be allowed to survive to spread its ugly tentacles. It is a fact that thousands of law abiding Tamils (Government Agents, Principals, teachers, Police Officers, professionals, politicians, and many more) were mercilessly murdered and labelled them as traitors in their version. Further, LTTE youths were given orders to execute the murder of some educated Tamils even in Colombo and other places for which they had some groups such as Karikalan Group, Naga Army, etc. Mention should also be made that the LTTE expects the victim to remain silent and unmoved when they kill them. The LTTE also engaged in illegal activities such as human-trafficking and drug trafficking posing a threat to the international community. People were compelled to maintain silence with the view to justify their treacherous acts. In addition, number of Tamils and some Sinhalese were abducted and tortured. Murdering an educated Tamil was common in North Sri Lanka and even Thamil Chelvan was not an exception who murdered a number of educated Tamils in Chavakachcheri and labelled them as traitors solely with the view of becoming popular among the under-privileged class.
The LTTE had its own torturing camps and Kangaroo Courts to try its dissidents, a fact which cannot be approved by the civilized nations. The employment of the word 'Traitor' by the LTTE splitted the Tamil community into two sections - one section believing the LTTE would do the correct thing, while the other section just grudged themselves because they were helpless fearing for life. For a moment the LTTE refused to realize itself that it take a few seconds to take one's life but it takes almost twenty five years to bring up a child to be a fulfledged person and that would be destroying the dreams of parents who undertook strenuous pains. They even did not realize that only God has the right to take one's life (which is also applicable to the Armed Forces as well).
As time went on the LTTE interfered in education and other matters carried out by the government officers and also in legal professions. Now after 25 years it is back firing on the LTTE and we feel sympathy on the trapped innocent civilians because a generation of youths had been destroyed on account of the blind policy of the LTTE and indiscriminate bombings by the Armed Security Forces. As B.Raman correctly stated Prabaharan and his associates had been living in a world of illusion, relying on their unquestionable tyranny over the Tamils. Indeed there were some occasions like the attack on Anuradhapura which signaled their bravery and dealt a direct blow to the mind set of some Sinhalese politicians, but those were over shadowed by their ruthless conduct. Briefly it was tyranny that prevailed on the pretext of freedom struggle for the Tamils.
Against such a back ground of the LTTE's history, surely no democratic country will ever come forward to help the LTTE when the war is waged on terrorism. Everyone including foreign countries are aware that the LTTE is crouching to grasp the opportunity to negotiate itself. The drawback on President Mahinda Rajapakse is that he has not pronounced the type of solution that is to be discussed. Sri Lankan political leaders have yet to realize that Federalism is not the discovery of the Tamil politicians, but found it suitable after following its successful mode of operation in the democratic countries. Time and again it is stressed that Federalism has the impact of binding togetherness leading to a glorious chapter.
There is another tactics of the LTTE which the international community is fully aware of. Having murdered all the educated and professional people, it has created an impression that in the eyes of the international community that no other personalities other than the LTTE can negotiate with the government. This is also one reason for them to crouch and for not resisting the offensive of the Armed Forces. Their main aim is that the international community including India should dance to their tune which of course will be snuffed by the democratic countries. The LTTE failed to realize that it is a dangerous exercise which will lead to destruction of the Tamil community.
Moreover, the LTTE failed to assert its authority on the hill country Tamil Parliamentarians who still cling on to the Government with their Ministerial postings and who are still reluctant to criticize the continued massacre of innocent Tamil civilians. The problem with the LTTE is that they relied heavily on Dravidian political leaders rather than relying on leaders who are most influential in the Federal Government.
Perhaps the LTTE developed hatred towards scholars like P.Chidambaram, B.Raman and others for reasons known to them. But P.Chidamabaram and G.Parthasarathy look into the reality of a situation. Any cultured person or group would have certainly sought advice from such personalities which would have been fruitful and brings in amity in a glorified manner. After all they are also persons with sympathetic feelings but will not lend themselves to emotional madness. As I see, P.Chidambaram was unmoved, calm and gave assurance to the entire people of India when there is recession all over the world and more especially after the Mumbai attacks. That is the greatness of a person exposing the leadership qualities What is required is far sighted thinking. This does not mean that Sri Lankan leaders are better, but they sought the proper advice.
The war is not yet over. It is true that the GOSL has captured the LTTE dominated territories (ghost towns) and no people to govern. GOSL failed to demonstrate their genuiness and the civilians are aware of the mass killings after the Jeyasikuru operation. But todate they have never seized any plane or their ammunitions which means the LTTE is marking time for regrouping and preparing to launch another attack and the possibility of bouncing back cannot be ruled out. At this juncture it is the responsibility of the GOSL to pronounce a federal solution atleast on the Canadian model (which has many attracting features) where everyone can live without any grievances. This is the way to heal all the pain of minds by allowing room for wider participation. Otherwise one ponders whether Sri Lanka is marching towards an unknown destination.
